·Consortium buying: programs like Internet2's NET+ help institutions pool resources for enterprise AI licences instead of negotiating solo.
·System-wide deals: state university systems negotiate agreements across every campus at once, using scale to move the price.
·Means-tested access: some experts propose full premium AI free for students on financial aid; the same logic as existing software discount programs that once spread Microsoft Office and Adobe through education.
The precedent: premium software becoming a standard, subsidised academic resource has happened before. The open question this hour keeps returning to: should AI access be treated like a library database; just part of what an institution provides?

During the pandemic, even where devices and internet were universal, achievement gaps persisted. The hardware arrived; the outcomes didn't follow.

Research from Ghana, Indonesia, Poland, Saudi Arabia and the United States found parental and tutor involvement remained crucial for learning outcomes, regardless of the technology available.

Applied to AI: handing out subscriptions is the easy half. The third digital divide is about tools plus instruction; equity programs that fund licences but not teaching support are repeating the pandemic's mistake.

Two catches, one loophole

·Same engine underneath: learning modes still run general models trained on internet data, not curated educational materials; the tutoring is a layer, not a different brain.
·The escape hatch: students can switch back to the regular chat interface any time; the pedagogical guardrails are optional, and everyone knows it.
·Student freebies exist but expire: OpenAI offered US and Canadian students free ChatGPT Plus through 2025; Google has offered students a free year of AI Pro in several countries. Generous, time-boxed, and unevenly distributed by geography.
The equity angle: discount programs concentrated in North America don't do much for a student in Tennant Creek. Watch what's offered here, not what's announced in a US press release.

After the Taliban banned secondary education for girls in 2021, the number of Afghan girls openly attending secondary school fell from 1.1 million to zero by 2024. SOLAx, co-founded by Mati Amin, rebuilt a school inside the one piece of technology those girls still had: WhatsApp.

A smartphone and a basic connection is the whole entry requirement. Daily, asynchronous coursework arrives in three languages (English, Dari and Pashto); families can enrol several children from a single shared device; and the platform reaches girls inside their homes. Where sophisticated learning platforms fail on poor connectivity, a messaging app succeeds; innovation that works within constraints instead of wishing them away.

Design for the technology people already have

·Content over interface: SOLAx prioritises delivery over polish, so it works in low-bandwidth environments; the same trade-off suits remote NT communities where connectivity is thin and data is dear.
·Shared devices are a feature: designing for one account per household, not per person, matches how technology is actually used in many communities.
·Repurpose existing platforms: partnering with Meta to use WhatsApp's API beat building an app nobody could download; which familiar platforms could carry education and services in remote Australia?
